The attached draft is I think the best I can do in present circumstances. I don't think that we are really in a position to give Mr. Belcher any views on the subject of the future of Hong Kong which he could pass on to his constituent, and in any case he would probably not wish to involve himself in a discussion of this subject with his constituent, who will no doubt pass on whatever is said to her missionary brother in China.
